You have the option of the boys holding a position or carrying out a
Scoutmaster assigned task for the leadership requirement for Star and
Life. You can have these boys work with younger Scouts on advancement,
teach skills, etc. without making them an actual troop officer. By
placing this many in an official office might tend to make the troop
"top-heavy". We make sure the boys who are Life have some kind of troop
office and the others fill in where needed. If we have a surplus, we
assign them projects to meet the requirement. You also can have more
than one Scribe, Quartermaster, Librarian, etc. of those offices. This
might help as well. It sounds like you have a large troop and could use
multiples in those positions.
