"Instructor".... what exactly is it?

As the Advancement Chair for a fairly large troop which will soon have
over 30 Scouts at ranks First Class and above, we ae quickly running out
of "position(s) of responsibility" and I note that being an Instructor
meets this need. You might have guessed by my question that this is a
position that we have not used in the recent past.
So... how does one become an Insturctor... is it elected by the troop or
appointed by the SM.
Is he a member of the PLC?
Does each "specialize" such as one teaching knots while another might
teach flag ceremonies?
and .... any other info would be appreciated
