I guess I didn't know that the SM Conference was a pass or fail
meeting. It was my undserstanding it was a "held" or not meeting. Many
things are discussed during this meeting and even goals are set to be
monitored and reviewed at a later date, but "pass" or "fail"? Signing
that a Scout has had a SMC doesn't automatically recommend the Scout for
anything, it just shows that the SM and the Scout have met and are aware
of the status of the boy. JMO.
