You might want to think about separate activities for scouts up to first
class and another set for those first class and above. Our district has had
some success attracting the older boys this way.

Under first class: Saturday morning basic skills instruction stations
(knots, firebuilding, cooking, shelter, first aid, etc.) manned by volunteer
leaders doing a 20 minute instructional demo. Cycle patrols through each
demo on a round robin basis. Saturday afternoon skill games based on morning
skill stations judged by the volunteer leaders with points awarded for
proficiency as well as spirit and cooperation, uniforming and patrol flags,
etc. Awards at evening campfire (include points for campfire program
contribution).

First class and above: Run a more skill oriented game-perhaps orienteering
or nature scavenger hunt or identification.
