Page 41 of the Insignia Guide (which used to be called the Insignia Control
Guide, but is not any more) says (1993 printing):
"George Meany Award, ribbon and pendant, Union Scouter for community
service, formal wear as illustrated. A knot and cloth insignia are
available. Available on a restricted basis from the Relationships Division
of the national office."
Page 44, same book:
"George Meany Award, cloth, blue knot on red and white, restricted, Scouter,
above left pocket. Available only from the Relationships Division."
Kathie is probably correct in stating that the application must be obtained
from the union (the references to Relationships Division are, I think, with
regard to the actual award or knot rather than to the application); and it
is not, per se, a B.S.A. award. However, it most definitely is worn with
the uniform, either the around-the-neck ribbon and pendant for formal wear
(similar to the Silver Beaver) or the square knot for informal wear.
