Tim,
The list postings in reply to your question about the authority and
responsibilities of the troop committee vs the SM seem to be sound. I might
further suggest that you and the SM and perhaps the COR take (retake)
Scoutmastership Fundamentals together, especially the second session where
the roles of the troop committee and chartered organization are discussed.
At the end of the overnight, you could plant a couple discussion questions
with your Troop Guide.
You might also seek the help of your unit commissioner to sit in on one of
your committee meetings. You might also try asking through your UC that the
TC and CO roles be a subject of discussion at a future roundtable.
