Have they checked with the council about official council policy? The
parents were supposed to sign that they were responsible for the cookies
and money. They should have signed that they received the cookies and
that they have to turn in money or cookies.
We have this problem with school fund raisers. Those parents are
required to pre-pay for orders the next year (they usually don't
participate again). Since it is the parent group getting the profits and
not the school district, we haven't found a good solution yet.
However, I would think that the council would have some suggestions,
since it is essentially their fundraiser.
I doubt that publicity would do any good.
