I'm lucky in that my Troop Committee Chair and I are almost always in
agreement. This, of course is not always the situation. As I see it
(as does our Troop Committee) I, as Scoutmaster, am responsible for the
Adult Leadership during Troop (Boy) activities, the Troop Committee is
responsible for various other tasks which usually involves the paperwork
(arranging trip/transportation). All Scout complaints are handled by
the PLC, parent complaints are sometimes handled by myself or the Troop
Committee, depending on the complaint.
The committee has ultimate control in reality since, if they really
don't like my decisions, they can "fire" me. They can, and sometimes
do, make changes to the dates in our calendar, but not locations, that's
a PLC decision. They decide on Troop policies, Due's, Fundraising
activities, on-going service projects, Troop Guidebook, SM and ASM
staff, etc.
I use the Troop Committee and Assistant Scoutmasters as a way to advise
me (the non-parent), but when any of them are at a function (camping
trips, meetings, etc.), I am in charge of the adults, which usually
means keeping them in the background and quiet, then letting the SPL run
the show.
