As I wrote in a direct response, I can somewhat see the SM's point. As
SM, your role is to keep things safe and legal, and to provide guidance
for the boys in the troop (basically). The planning and implementation
of the program is the responsibility of the PLC, and complaints that
boys have should be directed to their PLs to bring up at PLC meetings.
That being said, the SM also needs a thicker skin. Sometimes it can be
hard when the same people complain about the way things are run but
don't pitch in to help change things. Also, in some cases it is not
practical to have the boy talk to the PL or SPL; then the adult should
bring the problem to the attention of the boy leaders himself. In the
end, the boys need to be the ones running the program if things are
going to work, though.
I too try to be available at just about any time, and am always willing
to sit down and talk about concerns with scouts or parents. But in many
cases, the bottom line I try to impress when program concerns come up is
"talk to the boy leaders, they plan the program."
