I believe you're right about the Distict-level couse having been
eliminated.
Our District has an unofficial junior leader training (no caps on
purpose) course that we run twice a year to coincide with Troop
elections. Many of our District's Troops have timed their elections to
agree with this schedule so that we get a big turn-out of Scouts. We
"invented" our own outline, borrowing heavily from the SM Fundamentals
Course outline, but aiming it at a 14-year-old leaders interests and
needs. Although we do have some classroom time (only six hours, on the
first Saturday), we concentrate heavily on games and adult-performed
skits so that we "sneak" the learning on them as painlessly as
possible. The following weekend training session is all geared around
practical lessons aimed at understanding how to make the Patrol Method
work, and on Leadership / Followership, all taught with games and skits.
Despite a possible "slam-dunk" by Local Council (who, happily, has been
tolerant of us), we've run this "mini" program for the last couple of
years because 1) our Scouts won't go to a week-long session and go to
summer camp too, 2) the Scouts receive something far beyond what a
single Troop can provide, 3) their parents object to the ~$135 price
tag, and 4) we adult leaders have found it difficult to find a free
weekend in our jam-packed (Quality Unit) Troop calendars for yet-another
fund-raiser.
