Awards are granted by BSA and not the pack. When an award, whether religious
or not is granted by a recognized(by BSA) org. it can be wworn. Example
would be OA recognition. It is not awarded by the troop, but can and should
be worn. Woodbadge, NRA awards, Red Cross designations are worn.
