Invitiations to visit Boy Scout troops

I was talking to a parent from another pack last about some stuff and in
the conversation she asked me what troop my son was going to. She said that
she would like for her son to visit that troop, but so far the Webelos have
only had two "invitations" to visit troops.
I told her that I contacted all the troops that we saw and set up the visit.
I told her that I thought either her Webelos leader or Cubmaster should be
making sure this is happening.
No troop ever contacted me (officially) about visiting. I have always thought
this was up to me as Cubmaster and my Webelos leaders to arrange. I assume
that if I contacted a troop and for whatever reason they did not want more
boys, they would have informed me of such. For two years, the troops have
been very receptive to my contacting them.
I gave this parent several phone numbers to pass on to her leader. I also
told her that she and her son could visit the troops on their own, if they
wanted to visit a troop that was not arranged.
She thinks that by the end of February, her son's group would have only
visited two troops.
So did I overstep my bounds, or do most troops "invite" boys to visit?
I know this boy's den leader and she is really great so I know it's not
because of lack of initative on her part.
