I've chaired our district dinner and we usually work with our DE to plan the
program. We have used an after dinner song to open the program and included
a surprise skit by adult volunteers for a break. Usually we open before
dinner with a flag ceremony by the scout patrol (who are invited guests) who
placed first in a recent district competition (camporee, or klondike derby).
We have had WB bead ceremonies on occasion. We also recognize the district
level volunteers from the past year-event chairs, RT commisioners, Popcorn
chair (including a summary report), Membership chair, etc. We also introduce
and induct the newly elected Key Three leadership. In addition we award
training and service awards, and the District Award of Merit (DAM). The
Silver Beaver awards are usually reserved for the Council Recognition Dinner.

Hope this helps. YiS
