And I would hope a very small minority as well, as it is quite
inappropriate and not at all in the spirit of the Scout Law.
On the other hand, I see no problem with him learning the skills, then
receiving a blue card and visiting the counselor after joining the troop
to demonstrate that he has attained the knowledge and/or skills required
for the merit badge. After all, it is entirely appropriate to separate
in time the teaching from the demonstration of ownership of the skills.
While I know that there is no restriction against having his father act
as the counselor, I would try to find an alternative so as to make it
clear that he is no longer a Cub Scout and should not rely on Dad for
his advancement. It would also dispell any murmurs about favoritism
from the other Scouts.
