In 1992 and 1993, the Boy Scouts of America conducted an important
survey. They interviewed hundreds of Scouts and Scoutmasters. From this
information they were able to determine a number of attributes common to
successful troops. This survey remains a valuable resource for any Scout
leader looking for the keys to success in delivering the promise of
Scouting to boys.

The results were provided to Councils as part of the Continuing Education
for Scout Leaders package in 1993. They included a brochure and a
teaching guide for a session based on the survey. The materials may
still be available for order through your Council Office as No. 18-980,
"Boy Scout Leaders Continuing Education, 1993 Update" (the teaching
guide), and No. 18-251, "Are You Delivering the Promise?" (a glossy
brochure). The program also includes an excellent introduction to Ethics
in Action, "Scouting is a Game with a Purpose."
