Unargueably the best is to have the belt that fits - but given the
scenario of the person who is just too small to make that belt tight, a
good alternative is to pad the inside of the belt. You can rely upon
good ole duct tape to tape-wrap several layers of a soft fabric (like old
t-shirts) on the inside of the hip belt, thus decreasing the diameter &
hopefully providing a tight fit. Be sure the shirts are folded smoothly
& evenly & the taping is done as smoothly as possible as well so the belt
does not have lumps & bumps to contend with.
