Leaving aside, for the moment, the hundreds of scout units in the world
that are chartered to the Salvation Army (including mine), how exactly
would this be misrepresentation?
As far as I know, all Salvation Army Christmas kettles/bubbles in North
America are set up with large signs portraying the Salvation Army logo.
It is quite common, in this area at least, to have various volunteers help
man the kettles -- scouts, businesses, rotary, lions, etc. -- any of those
groups that have a uniform usually wear them.
The representation they intend is that "I am a Rotarian, helping the needy
in my community by helping the salvation army Christmas fund". Substitute
Scout, or Air Cadet, or Lion, or whatever for "Rotarian", as appropriate.
