As one of the biggest complainers about the QU membership requirement I
appreciate your comments, but would have to disagree with your proposed
solution:-] I don't mind membership incentives, but just considering
new Scouts has is not a solution. Quality Units retain boys. We lose
many Boy Scouts the first year because of the transition process and
older boys because of a lack of interesting things for them to do. We
have the New Scout Patrol and other initiatives to counteract these
problems. Look at sustained membership, or long-term growth indicate
Quality.

I think that we need to encourage growth more, and would support any
efforts in that direction. My concern with attaching required
membership to the QU is that if a unit falls short on its membership, I
lose tools or leverage in other areas that are true reflections of
immediate quality.
