Talking amoungest ourselves does not get changes made (unless National is
tapped into SCOUTS-L).
Express your feelings to National.

Copy your letter to your council executive. ( In my experience, writing to
National usually has the response copied to the local council. Avoid having
your council executive being surprised by sharing your letter.)
Express your feelings, you do have that right.
If you have spoken on SCOUTS-L about Quality Unit, speak to National.
If you have been silent on SCOUTS-L about Qualtiy Unit, speak to National.
Speak, it doesn't hurt.
