First Aid is an interesting merit badge to bring up in the discussion of
time limits and partial completions, since the first requirement of First
Aid indicates that the Scout must demonstrate knowledge of all the first
aid he learned through First Class. The requirement reads:
"1.Satisfy your counselor that you have current knowledge of all first aid
requirements for Tenderfoot, Second Class, and First Class ranks."
As I read this requirement, you as a counselor can review all of the first
aid requirements that the Scout had done to get to First Class. If he has
forgotten some of the first aid he once knew, it would seem appropriate
that in order to "satisfy" you that he has "current knowledge" of the
requirements, he might need to study and demonstrate to you the first aid
skills in which he was deficient.
I have had first aid merit badge classes held in my troop in the past, and
the counselors instructing the classes always had the Scouts demonstrate
the first aid skills that they had learned, prior to moving on to the First
Aid MB skills. I think that it is appropriate for any First Aid MB
counselor to do the same. If you don't do so, then you are changing the
requirements and requiring the Scout to do less for this MB. Remember -
"no more and no less".
