I know that the requirements for ES are different if you do the observations
at camp. Kathie specifically stated that the camp was allowing the Scouts
to shortcut the requirements. Either she meant that they were not doing the
summer camp requirement, they were shortcutting the other requirements, or
she didn't realize the observation requirement was different at camp. In
any event, I stand by my statement. If the camp is allowing shortcutting of
requirements she should be screaming long, loud, and often, AND, she should
be satisfying herself that all requirements have been done to her
satisfaction, even if that means requiring the repetition of some
requirements. We agree here.

I know that councils had various time limits (or thought they did) on the
completion of partials. What I always thought was interesting was that
councils tried to claim that there was a six month time limit. That meant
that the Scout couldn't come back to camp the next summer and complete the
mb he started the prior summer, even though the badge might be one that
could only easily be earned at camp. I guess that way they felt they would
never have to worry dealing with partials. I don't believe these local
requirements were EVER in accord with national policy. When I was out at
Philmont I got the distinct impression that national felt that these time
limits were never allowed but finally realized they had to make a specific
statement about something they always felt was policy
