You are absolutely correct. The Merit Badge Counselor has the absolute
right
(according to NATIONAL) to satisfy himself or herself that ALL
requirements
are met to HIS or HER satisfaction INCLUDING repitition of
requirements!!

Here she is correct. If you read the official national requirements for
Env. Sci. you will find that the requirements are actually different
for those doing this at camp!!

FYI,
There was never (to my knowledge) any requirement to complete any
partial in six months or any other time limit. There was, however a
requirement in some councils to BEGIN (i.e. find a counselor and START)
working on any Summer Camp Partials within six months. I have seen this
in writing in summer camp guides issued by the National Capital Area
Council, although not recently.I don't think that is enforcable in view
of the new edict.
