Who pays for adults?

In our troop, everyone pays the same activity fee for weekend
activities and everyone pays the same for food. Only for
summer camp do we pay the adult's fee because of the
hardship of donating vacation time to be with the troop. (I only
get two weeks per year so after camp that only leaves one
for my family).
We have no dues (weekly, monthly or annual) but a one time
joining fee of $20. Our two fund raisers cover equipment,
recharter for boys and adults, and "Boy's Life" for all Scouts.
Now that we are finally planning high-adventure trips we are
struggling with planning more fund raising to help the boys
earn their way. The adult issue has not been addressed.
One thing that may help: activity fees paid by required leaders
(which should include all adults) is tax deductible as a charitable
expense.
