Re: QU requirements

I just came home from a Commissioners' meeting, and while there we got
word from our DE that the interpretation within this Council is that the
membership requirement takes effect next year. In other words, it will
be required, and units should plan for it, but it is possible to make
quality unit this year even with a decrease in youth enrollment. I'm not
sure about how other councils are handling it, but this could mean that there
is one more year to make your feelings known to the folks in Irving.
