The problem with this approach is that we have already had at least one post
here stating that the presence or absence of QU status would be one of the
primary considerations in selecting a unit. Since we agree that the unit
that fails QU one year because it didn't grow is still really offering a
quality program, how many Scouts would go elsewhere because the first
question the parents ask is "Are you a quality unit?" and would then go
elsewhere solely because the answer is not. What national really needs to
do is to make the criteria for QU such that they really reflect the quality
of the unit and its program, not what they currently see as the overriding
need for the program at large. They need to focus, as we all do, on the
needs of the individual Scout.
