In addition to my Scouting career, I am also heavily involved in my local
Optimist Club. In order to earn Honor Club (their equivalent to QU), you
must also maintain or increase membership each year. I believe in this
whole-heartily. However, I totally disagree with this being a requirement
for Quality Unit in Scouting.
What's the difference? It's the nature of the beast -- Scouting is cyclic.
You are dealing with youth who are growing and changing their minds about
what's important to them on a daily basis. On the other hand, adults have
pretty much decided what's important to them and if you can't keep them in
your program, you're doing something wrong.
In Scouting, membership stability should be a goal, not a requirement. There
are plenty of other real problems Scouters have to deal with.
