I need some Commissioner training.

Please tell me how to tell my units that they are not Quality Units,
that Quality Units don't loose membership. Here are some examples of
where I think this might be especially difficult and I'll need the most
guidance.

A troop that draws from one Elementary school. The Webelos program at
that school had some real challenges and will graduate only 1/2 its
usual Arrow of Light boys before the Troop recharters. The troop has a
great program and will pick up more boys, but they will not have their
Arrow of Light, be 11 or complete the fifth grade before the troop
recharters.

The LDS unit has more 5th grade girls than boys this year, so their
losses will exceed their gains.

A 35 year old military troop averages 25 boys forever. They just made
four Eagle Scouts, and are continuing their normal cycles of peaking and
rebuilding. The Ealges just transferrerd overseas and the school
population of elligible boys is 1/2 of last year. They run a good
program, but need a lot of Commissioner guidance to keep their training
up to date.

How do I tell these Troop that they just don't measure up? What tool am
I left with as a Commissioner to get them to do the other things that we
know will assist their having a quality program?
