Time limit for MB's

Monte Kalisch is correct that there is no time limit (unless specified) for
merit badges except one's 18th birthday. He is, however, in error about
redoing requirements. It's a little complicated, but the person who signs
the blue card has the right (and, I would argue, the obligation) to make
sure that the youth has indeed completed all the requirements. If a boy
gets a "partial," and seeks to finish the MB with another counselor, that
counselor has the right to satisfy him/herself that the boy, indeed, has
done the requirement.
As a practical matter, that need not include total repetition of the
requirement, but it could, if the counselor so desires.
