Three signatures are required on the advancement form. Now, an ASM could be
in seat numbers 4,5 or 6 (3 to 6 persons to compose the BoR), not be one of
those signators and slip through cleanly as you say. And, the prospect is
real that the council office or advancement committee may never review the
advancement report that closely and detect an ASM, even if he did go and sign
on those lines.
So, you're right.
However, if discovered, it is possible for the District or Council advancement
committees to take a stand. Guidelines do allow them the provision to rescind
an action of a BoR if irregularities are found. But, again, I doubt any of
that kind of extreme action would generally be taken, and if it were, it would
be regarded a "correctable" error, just convene another BoR with correct
representation and let the boy advance. So, again, I don't see where there
would be any real repurcussions.
Bottom line is simply that this is a chance for the committee to take a role
in the boy's life, to encourage a good, high standard, to note progress
milestones and commend the scout as they see him rank-by-rank (or on a
timetable). The committee is entrusted to set policy and ensure standards for
the troop, and the BoR is a way for them to check the "product" (the quality of
the scouts the troop program is turning out) and assure the scoutmaster is
doing his job. From the BoR, the feedback form the boy enables the committee to
counsel with the SM as to resources, support and improvement ideas to keep it
up, increase scouting's positive influences and deliver the promise. The troop
committee that does not take seriously its role as a Board of Review is a troop
committee that is not serious about the quality of the troop. The independence
of the BoR by not having SM/ASM's participate is the objective element
sometimes needed for honest evaluation of the boy's (and the troop's) progress
(ensuring a quality product).
I guess the down-stream problem is simply selling your own unit short by not
taking advantage of that objective oversight........
