The rule of thumb with Cubs should always be "did they do their BEST". At
the Scout level it may get a little stickier but with Cubs, generally the
boys will except them premise for each other and always each do the best
they can. I would never refuse to sign a Cub Scout off if I saw him
really put his best effort forward. On the other hand the slackers, I
would simply ask them if they really believed they had done their best.
They usually will go back and do it right.
