In compliance with policy, we turned in all dues to the Pack Treasurer.
Who turned the money around and gave it all back to the Den Leaders to
use to buy their activity supplies. This wasn't realy an "account,"
just where the money came from and went. Receipts for the money were
required so we could show how it was spent. We covered all of the
Pack's budget with either (it changed) up-front money from the parents
and/or money earning projects.
Where we had difficulty was Den Leaders building a program around belt
loops. We'd have a Den Leader come say that all of their boys had
earned 4-5 belt loops in a month (ping pong, volleyball and badmitton in
one meeting). At $1.25 (then) that was more than we budgeted for awards
for the boy for the year. If all 40 boys earned 5 extra belt loops, a
letter and sports pin it works out to $300 more than we budgeted.
Timing can be an even bigger problem, creating cash crunches just before
money earning projects.
Belt loops are fine, but there must be a connection between the program
plan and the approved budget. If you budget for the entire sports
program, none of this is an issue.
A lot to say a little.
