Kevin,
In our District, the individual Pack decides what criteria it will award
Sport & Academic belt loops & pins (ie. earned in Scout activities only or
include the numerous other sport associations). The Pack for which I am
Cubmaster awards the loops & pins for any approved sport/academic activity.
We take it on "Scout's honor" that the boy did participate in the activity
and met the requirements to earn a belt loop/pin/letter. Pack 373 budgets
sufficent funds to cover the cost of these items even thought many have been
earned outside of the Scouting Program. Some Packs in the District will
present the loop/pin only if it was earned with the scouts but allow the boys
to self-purchase the item and wear it if it was earned elsewhere. Other Packs
present the achievement card only and make the adult partner buy the loop/pin
when the boy earns the award.
