It seems to me that perhaps the BSA should take another look at their
Wood Badge lessons. I remember one of the things we learned was that
people need clear goals which do not change at the last minute.

I'll suggest cold calling isn't going to do much good. I will contend
that the secret for growth in any organization (scouts, church, etc) is
to have those who are members bring in friends/acquaintances. Cold
calling, advertising, good PR, etc., might bring in a few people, but
the principle of "each one reach one" is the most efficient way. While
that is no secret, the problem is how to get people to go out and get
new people to join their organization. If I had sure-fire ways of doing
that, I'd write a book and retire on the profits. :)
