Don's excellent explanation of the Eagle rank in Boy Scouting
needs just a little more information. While it is certainly true
that Eagle is the highest rank in Boy Scouting, Sea Exploring
(Sea Scouts) has an equivalent rank, the Quartermaster Award.
The specific requirements for Quartermaster may be found on Sea
Exploring's web site (http://www.sea.scouter.com).
Quartermaster, as well as Exploring's Gold Award and Boy
Scouting's Eagle share the distinction of being BSA's top ranks.
