Re: Quality Unit MEANS quality

On the contrary, the Quality Unit requirements change every year, and soon
will be BACK to where they began originally. Increase in membership has
always been one of the measures for Quality Unit, since the inception of the
QU program. (replaced the Honor Unit program). However, it was not one of
the absolutely required.

The units who do not grow should not be quality units. That is the whole
point of the recognition, to recognize those units who are increasing their
influence into the community with high quality program, and trained
leadership. I still remember the upcry over having to have 2 leaders
trained! Wow -- now we are at need 2 think 4.

The increase in boy membership has always been one of the Quality Unit
points, however, it was not a required one. I have yet to see the 1997
requirements, so am just guessing that what you mention in this message is a
1997 requirement sheet.

No, I do NOT think it stinks to expect improvement each and every year in
order to earn the recognition for quality unit. On the other hand, we have
hundreds of units throughout the country who work ONLY for such things,
(these awards are NOT goals) and cut corners whenever possible. That,
unfortunately, does not make the award valid, building boys to reach towards
our Aims and Ideals makes the award valid, and reaching more youth members
is absolutely imperative in the growth and the existence of our program.

This question begs me (as a past dist. commissioner) to ask ---"..where has
your unit commissioner been?...." The unit commissioner is charged as part
of their job to check on a quarterly basis with each of their units to be
sure they are on target for the QU award, giving ample time to make up for
short falls. The 1997 QU forms have been available for months and your unit
commissioner SHOULD have indeed talked with your troop Scoutmaster and
committee about all changes.

There are changes EVERY year - but they are definitely going right back to
where it started in the first place.

So - no I don't believe it is a bad thing to require growth --- that is why
we are here.
