Leslie,
Apparently you have different literature than I do. According to my
Sports and Academics Leader Manual they can not earn any of the beltloops
or pins a second time with the exception of when they become a Webelos
and may need to re-earn a pin they earned before. That was the only
exception that I've been told about in PowWow also.
My manual is a couple years old..have the requirements changed?
