I've read your problem several times. As far as the UC is concerned, it
sounds like he is just a quitter(not Scouter material himself) .
Concentrate your effort on rescueing the boys. The fire incident is very
serious, but it would surprise me if any deliberate injury or damage was
intended. Unless you feel that the boy is dangerous, I doubt if any good
will come of having upset parents hanging around. Perhaps this is the
time for an updated fire safety and "FIRM'N CHIT" course. Scout prepared,
of course. I would like to see 'all' information reguarding fires and
fire related first aid in all available resources put into a a booklet
for teaching/learning/study.
Punishment is not to get even but to prevent the same or similar actions
from happening again.
