Leader info/Commitee Member?

May we take this one step further?
One pack (Pack A) is very active and strong in leadership, they do
many outings and activaties year round. The other Pack (Pack B) is rather
weak, only a few boys, but has great potential and a wonderful resource in a
possible new influx of boys.... They need help to grow and leaders to set
good examples!
Pack A has a good financial footing, Pack B has limited funds currently
(you never know until after popcorn ) and so has a small budget, barely to
pay for awards etc...
Can a person be on the Pack committee of Pack A as a 'registered'
person, and yet, wanting to help the other Pack succeed, volunteer and be
'registered' a Den Leader in Pack B? And (as all of us wear multiple hats,
whether we want to or not) still be on Pack B's Committee?
Or should loyalties lie elsewhere?

> By leader, I am assuming you mean Scoutmaster. There is a man in Evanston
Ill who held at one time, 1 Scoutmaster, 2 Cubmaster positions.
