"A Webelos Scout may participate in overnight den camping when supervised

or father. If a parent cannot attend, arrangements must be made by the

youth's parent (but not the Webelos leader) or another adult relative or
friend to be a substitute
at the campout."
This is also stated in the Cub Scout Leader Book, #33220, 1994 printing on
page 77 in
Chapter 6. Part of the paragraph "Who attends?".
It is also stated in the Tours and Expeditions pamphlet, #33735,1994
printing, on page 3 in
the section on "Webelos Den Overnight Camping".
My point here is that NATIONAL does not require the PARENTS and only the
parents. There
are exceptions, but they should not be rule. The rules apply to ALL
Webelos, not just
second year Webelos. The Scoutmaster is not mentioned, although it makes
good sense
that he not be the alternate leader for the same reason the Webelos leader
is not used.
It is important to keep in mind that your COUNCIL or DISTRICT may make the
rules more
restrictive, either generally for all Webelos camping or specifically for
certain camping,
such as Council/District camporees. When making an absolute statement here
on
Scouts-L, it is on us to make a distinction between local and national
policy.
