I had to do exactly the same thing last year. I found one of my Life
Scouts (SPL) spraying Pam into his stove with boys crowded around
watching the flames surround the fire bottle.

I gave him the same tasks and restrictions that you did, except for
banning him from all Scouting Activities without a parental presence. I
have used that tact before, but only for boys that would not accecpt my
leadership and limits, not for mistakes or violations (I don't punish,
parents do).

Your letter seems fine to me, appropriate from a Comittee. You're in a
tough position, keeping everyone happy, but safe too.
