Need reference: SM/ASM not to be a part of BoR

Not long ago, we all had this great discussion about whether SMs and ASMs
should be part of the Board of Review. Someone(s) indicated that BSA
policy stated that they were not allowed to be a part (except as an
observer). I was discussing this at our committee meeting last night and
no one in my troop has ever seen this written as a formal policy.
Can someone please point me to an official BSA reference containing this
information? Thanks!
