As I have a den of Webelos II working on their Arrow of Light
requirements, I'll copy the requirement that seems to be in question:
"With your Webelos den, visit at least one Boy Scout troop meeting, and
one Boy Scout-oriented outdoor activity."
In our den take this to be _two_ separate events, and in our case, like
many others, the second event _was_ a troop campout, but it doesn't have
to be. My den was invited to attend/participate in an outdoor performance
by the Mic-O-Say tribe in our town the summer before last, and as we went
with the Boy Scout troop, I feel this event would also fulfill the second
half of the requirement.
