My interpretation is that in order for the boys to earn
the Arrow of Light, the Webelos Den must join in some
outdoor event with a Scout Troop; it need not be an
overnight camp-out but it could be. (Other possibilities
include a day hike, service project, skating party,
orienteering.) The den must also go on an overnight camp-out
either as a den, with the pack, or with a troop.
