And it should! Unless the money deposited from the Scouts is kept separate from the money the scout is credited with for fund raisers, this could be a problem! If the Scouts are being credited on a per hour basis and they can withdraw that money for any
reason, then, technically, they are receiving a salary and are employed! You now have a slew of Child Labor Laws and taxation issues you would need to handle. If the money set aside for them could only be used for certain items (i.e., camp fees, scouti
ng supplies, . . .) then it is not a salary, it is a fund raising incentive. OTOH, the money the Scout deposits on his own IS his and he should be allowed to use it any way he wishes.

If you have any questions about these issues, speak with your District Executive. He should be fully versed on the legalities and BSA policies of fund raisers and, if he isn't, should know someone who is.
