I'd say NO.

Each service is different. I'm on a Marine base right now and we don't
have a Scouting Coordinator, but the Public Affairs Office should help.
At my last base, Marine Corps Base Camp Lejeune, NC, we had a Scouting
Coordinator who handled tours and accomocadations for visiting troops.
Most Navy bases that I've visited have a Scouting Coordinator. The
coordinator position at USN and USMC facilities is usualy an additional
duty, not a primary job.

These coordinators, where they exist, can be reached through the base
operators, but the Public Affairs Office would be the best place to
start.

When I plan a trip I use a guide to military travel book that lists the
facilities at each base by state. These books must be current since the
Department of Defense is still shrinking. I don't have a title or
publisher handy, but your librarian on another poster should be able to
help getting the guide.
