Who can sit in on board of review

It has become a common theme regarding this issue that Scout Masters
and ASM's should not be part of boards of review,- only Committee
Members.
Does this mean that ASM's should not be members of the troop
committee?
If not should they attend committee meetings. I assume that the Scout
Master should attend troop committee meetings.
