When I first joined our troop, we had a bus. The bus was owned by our
chartering organization (in our case, a church). The church arranged for
the insurance and was reimbursed from Troop funds. The troop paid for the
upkeep (these costs (which were fairly substantial) finally lead to the
demise of the bus, we now use personal vehicles with an enclosed trailor.

There is a limit on passengers per vehicle (possibly 14) above which the
driver needs a Commercial Drivers License (CDL). This requirement may vary
from State to State. The CDL requirement greatly limits the potential
number of drivers; our system has had very good response form parents for
driving and gets away from the "Scout-sitting" that might happen if only a
small group of leaders can take the scouts on outings. You may wish to
remove a passenger seat and replace it with it with equipment storage space.
Some of the costs that I mentioned were due to regular inspections for CDL
requirements, but it was an old bus too.
