I believe this varies by COUNCIL.
In my current council, a boy can choose ONE prize at a level equal to or
lower than the total number of "points" his sales results in. He cannot
take several small prizes whose total point value is equal to (or less) than
his total points.
The one difference here with the original post is, I THINK, that all are
entitled to a patch if they sell the requisite amount. It is not treated as
a prize.
My former council allowed Scouts to choose multiple prizes - a contradiction
with the above.
It also has been my experience that the prizes are determined by the Council
as well... at least it seemed that way. In my former Council it was
presented by the DE to the Roundtable how "they" (meant council staff)
improved the prizes that year.
IMO, the person who posted the original question is probably best served by
taking this issue up with her District's popcorn coordinator - whatever the
actual title might be.
