I guess I've read at least 20 posts on this issue now. Amazing how you
can agree with so many different opinions.

I agree we need to teach the boys responsibility. They have to be
accountable for their actions. But, I also believe we as leaders have to
take responsibility for what we've taught the boys and take action
accordingly. Was this boy aware of the steps to take to put this tent
away? Was this his first campout? Where were the leaders while he was
doing this? I really don't think there's been enough information put out
there for anyone to make an informed decision about appropriate actions
to take. And, I feel that's evidenced by the diverse reactions we're
getting here. How can he be totally responsible if he wasn't aware of
what was expected of him? We just don't know all the facts. If he knew
what to do, and just took the, what he thought was, easy way out, I think
the responsibility should be solely on his shoulders. Taking
responsibility is what makes one trustworthy.
