If there is one thing that is clear from reading the posts on this subject,
it is that there is a vast difference in the way that different Councils run
thier popcorn sales. From what I have seen, I will never complain about
Samoset Council's popcorn sale. Here, every boy who sells a single item
receives a patch. In ADDITION, there are 10 prize levels at which a prize
can be earned, with 4 prizes in each level. Starting at the 16 point level,
each level includes a gift certificate from the Scout Shop or a local
merchant. Prizes include back packs, sleeping bags, roller blades, watches,
model rockets, assorted Scout Catalog stuff and, of course, four varieties
of pocket knives. In addition, at the 151 - 200 point level a Cub or Webelos
Scout can select a pass to the Council's Residence camp and at the 301 point
level a Boy Scout gets his week at summer camp for free. Each Scout can only
select one prize, but they all get the Trails End Patch. Despite this great
prize program, some units still wanted other options, so this year the
Council has offered an option whereby a unit can select to take a slightly
higher percentage of profit from their sales and forego the Council prize
program. The additional profit can then be used to provided prizes within
the unit or used by the Scouts for camp fees, etc.

If I were in your shoes, I would contact the District or Council Popcorn
Kernel for clarification.
